RSL vs MRSL: What Is the Difference and Which One Does Your Buyer Require?
RSL and MRSL: Two Different Lists, Two Different Purposes
RSL (Restricted Substances List) and MRSL (Manufacturing Restricted Substances List) are both tools used by brands to control chemical safety in their supply chains — but they operate at completely different points in the production process and test for different things. Confusing the two is one of the most common compliance errors Pakistani suppliers make when responding to brand questionnaires, and it can result in shipping the wrong test reports for the wrong stage of production.
RSL: What Ends Up in the Product
An RSL is a list of substances with concentration limits that apply to the finished textile article as it reaches the consumer. RSL testing is done on the finished garment — testing for residues of chemicals used during production. Examples: azo amines from dyes, formaldehyde from finishing agents, heavy metals from pigments, pH of the fabric surface, PFAS from water-repellent coatings. Every major brand publishes an RSL. The EU REACH regulation is in effect a mandatory RSL enforced by law. Oeko-Tex STANDARD 100 certification is a voluntary RSL scheme with a recognisable consumer label.
MRSL: What Is Used in the Factory
An MRSL is a list of substances with concentration limits that apply to the chemicals used in the manufacturing process. MRSL testing is done on the chemicals themselves — the dyes, auxiliary chemicals, finishing agents, and process water discharged from the factory. The ZDHC MRSL v3.1 is the dominant global MRSL, maintained by the Zero Discharge of Hazardous Chemicals programme and accepted by H&M, Adidas, PVH, Burberry, and 200+ brands. MRSL compliance requires testing of manufacturing chemicals (input), not the finished product (output).
